Organization History & Mission

The MinKwon Center for Community Action was established in 1984 to meet the needs and concerns of the Korean American community. Since our founding, we have made a profound presence through various grassroots organizing, education, and advocacy initiatives that address important community issues, including immigration policies, civic participation, and targeted social and legal services. The MinKwon Center places a special emphasis on meeting the needs of our marginalized community members, including low-income, limited-English-proficient and undocumented residents.

 

About the Census

The United States Constitution requires a population count—or census—every 10 years. The census determines every state's share of federal funds for health care, education, housing, economic development, social services, roads, transportation, and more, as well as its proportional representation in Congress.

To support a fair and complete count of historically undercounted immigrant communities, the MinKwon Center is working in partnership with the City University of New York (CUNY), Mayor de Blasio’s NYC Census 2020 office, and the New York City Council to mobilize New Yorkers to self-respond to the 2020 census. The MinKwon Center co-leads the NYC Asian Pacific American Complete Count Committee (APA CCC) and the Korean American Census Task Force (KACTF), and is an active member of New York Counts 2020 statewide coalition.

 

Terms of Employment

The Census Captain will be a part-time position that will begin when filled and extend until the end of May, 2020. Evening and weekend work may be required.

Responsibilities:

Working under the supervision of MinKwon’s Civic Participation/Census Manager, the Census Captain will:

~Engage New Yorkers about the census through a variety of activities, including canvassing, tabling, phone-banking, text-banking, town halls, teach-ins, and other types of events;
~Help develop effective, streamlined, and measureable outreach strategies and methods targeting hard-to-count communities and census tracts;
~Supervise a team of Census Outreach workers and Volunteers;
~Lead volunteer recruitment, training, and management;
~Establish and coordinate with MinKwon’s partners in the Asian Pacific American Complete Count Committee and the Korean American Census Task Force;
~Track census engagement activities using both qualitative and quantitative methods to ensure city-wide strategy objectives are being met;
~Adhere to all data security and privacy protocols around census engagement.

Qualifications:

Managing field staff and/or volunteers or equivalent experience;

~Experience in community engagement, campaign work, or other forms of direct outreach;
~Excellent communication, project management, and multi-tasking skills;
~Excellent interpersonal and relationship management skills;
~Demonstrated cultural competence with respect to Chinese, Korean, and other Asian Pacific Islander immigrant communities;
~Proficiency in use of technology such as laptop computers and tablets;
~Proficiency in spoken Chinese (Mandarin) and/or Korean highly preferred.
